Saudi Arabia's Islamic Designs for Spain

There have been plans made by Saudi financiers to build a "Mecca" style mosque in the Spanish city of Cordoba. Cordoba, a millenia a go, used to the capital of an Islamic Caliphate in the tenth century. The plan is to make the mosque the second largest in the world and make Cordoba the Mecca of Europe. Cordoba's current Muslim population is roughly a thousand adherents, out of about 300,000 residents.
It appears to this author that this is an attempt by Saudi Arabia to re-Islamize Spain. According to Islamic religious traditions, areas that were under Islamic control must return to Islam. They want to build a large mosque there to bring Muslims back to Spain. They want Cordoba to return to its Islamic glory and to "al Andalus". Creating a Mecca like production would most likely do the trick. It would help make Cordoba as the holiest Islamic city in Europe.
